Same here, only recently it started happening. I used to play fine. It has to be FPS as the ping counter doesnt change and stays at a stable connection.
Mine happens mostly around high gfx sigs or anything mordex does.
I feel this, i was a plat, for two seasons now i cant get around the lag enough to climb out of gold. Its so trash. Makes me wana QQ
Go to 3d settings, and under application preferences choose brawlhalla.
Scroll down to performance, and change it from the default to maximum performance.
Lastly set brawlhalla as a real time priority in task manager.

Do this, it does actually work. I messed up a setting.
IT does work.
The setting isnt called performance, its called power options. Set it to performance and take it all off auto and set those setting to max. Works fine
The fix is purely for fps lag, connection lag is still a thing. And there are variables I'm sure neither of us know about yet. But we can work with what we do know.
I haven't owned a pc in months, but if you can enable the fps counter inbrawlhalla that would help narrow down the issue. I'm not sure if you'd need to use a 3rd party program for this or not.
