The real answer is, FF name does not have the impact it used to have.
For many older gamers, FF series took different direction so it is no longer the games they once loved. For the new gamers, FF franchise is boomer weeb franchise.
FF13, people bought it for FF name only
FF14, it's MMO, so that's entirely different thing
FF15, It was Nomura and vs 13 hype
FF7 Remake series, This is the last remaining glory FF series had left.
FF16 is probably a good indicator of what the number of actual FF fans remaining. Which is still good, selling around 6 million, but considering how much market has grown since release of FF7, which almost sold 10 million copies at it's launch, and many system sellers these days selling around 20~30 million copies, FF series is simply now a 2nd tier franchise in current market.
FF series is no longer competing against big boys like Elder Scrolls, Zelda, GTA, Monster Hunters, etc. FF's competition is closer to Persona, Dragon's Dogma, etc.
Diablo 3 isn't on Steam. Diablo 4 is but literally nobody plays Diablo 4 on Steam. Blizzard has a massive install base on their BNET app and D4 didn't release on Steam for several months after BNET. The peak concurrent playerbase for D4 on PC would be in the millions.
Not saying I think Rebirth has done poorly, but they probably lost some sales by not supporting some older hardware that a large share of the steam userbase still runs, and the PS5's time based exclusivity also probably hurt sales on PC.

yeah great point, you've proved FF officially joined B-tier list. Considering FF7 Remake and Rebirth spent A-tier level budget to get result of B-tier game, that's not a good thing.
The FF16 situation is even more bizzare, the game is completely westernized, it's literally GoT lite but with some FF bits. Idk who at Square Enix thought that this game will sell like crazy, people who want to play western RPG's can play games like Witcher, and people who want JRPG will ignore this game altogether. So in the end, it's a game for no one really, hence why it sold very poorly.
