1. .wait for the international steam release of V5 (announced for this year)
2. use a third party proxy service (they buy on your order in Japan and ship to you), there are several out there, your favorite search engine will help (buyee for me)
3. some said Artdink shop works with western credit cards t get the digital version, you just have to make up a valid japaneses address during the checkout process. Didn't try that.
4. ask someone to so 2 or 3 for you :)

By the way how well does this game run? I know its a pretty old game and might get a bit demanding like cities skylines after making a big map
