You get it from the salvaged data console on the anomaly. it's not exactly "legal" so it's not easy to find.

It's the lower right one in the plants screen, with all the other plants.

Have you done the farmer's optional repeating mission at least once? That is the "normal" way to get that blueprint.

You can get the blueprint but the nip nip buds are mission rewards, pirate contraband, (pirate stations, crashed freighters, freighters in space sometimes grow them), maybe not sure but perhaps missions in nexus/anomaly too. Player farms (best to be network disabled) as well.

Nip Nip in bags looks like bag of chips is only buyable usually at minor settlements sometimes on the global market. Rewards for missions as well. This item is not illegal like the nip nip buds though.

You can buy the blueprint on the Anomaly - look in the terminal between the MT updrades and exocraft upgrades.

The buds (needed to place a plant) are contraband goods and can be purchased from traders on outlaw stations or earned as rewards from envoys (I think the farmer gifts some too)
