Does this health bar issue stay if you restart the game?

a lot of the time its just completely random and it makes it hard to tell how much health I have left and i noticed some bugs in the frame rate and slowdown (during one of the puzzle rooms i was in the frames would randomly drop and the buzz-saws would sometimes move slower then they normally would, if your not going to update the game at least patch out the bugs. I am not trying to be rude I'm just offering a suggestion is all.
