Will this be purchasable later?

At the moment, the only way to get this game on steam is to prepurchase the new Tex Murphy game.

Will this one become purchasable after the new one has been released or not?

Probably yes, the same happeend to Worms Armageddon and that was even advertised as "exclusively only avaiable through pre-ordering the newest Worms game"

Pandora is only being given freely through pre-order now, it will probably be purchable (and the other Tex Murphy games too) at a later date.

There was same offer for Rayman: Origins, where Rayman 2 was offered as preorder bonus, and it's the only way to get it on Steam.

You can get these games on GOG.com. If memory serves, GOG and STEAM signed a game-share deal, so I would expect that you could get the other Tex Murphy games on STEAM someday.

Of course, I can play Pandora Directive right this minute if I want to, or any other minute I like.

SPOILER (If you can spoil a game this old): Tex gets hit on his head quite a lot.
