What is your desktop resolution? Set your desktop resolution to something common/safe like 1280x720 or 1024x768 and see if the game can scale to that in "fullscreen".
Usually, when you see blackscreen, the game is still rendered to an unscaled window you can alt-tab to (or you can see in windows preview freature if you hover over taskbar without switching windows).
EDIT: The other major problems I've mentioned and gone unadressed for years.
