/goodluck
*note - R* support is experiencing high volume, and some others have complained that the info in the link in regards to live chat isn't working for them (for whatever reason like policy changes, wrong terms, support pushing account recoveries aside - who knows), so YMMV. There's been nothing but a deluge of people having emails issues for 'whatever reason' the last 1-3+ weeks. Yep, the responses can be slow via tickets/email.
And -June 2023 - Yes, due to a recent change requiring people to log in 'again' because steam is no longer autologging- many people are finding they've 'lost' their social club accounts for a 'multitude' of reasons. Sometimes this loss was months, or even years ago because steam always auto-logged in. Add on the sale, new users, already linked accounts due to other R* games..forgotten/multiple accounts/profiles.. and here we go, a giant mess of forum spam about this issue. /funstuff - is it annoying? Yes, all the various aspects of it are.
edit - other 'potentially' useful links - in reference to 'remade' accounts with old emails.
YMMV - obviously. This is where your old 'email' is already in use in a 'fake'/new R* account. You recover THAT account, you CHANGE the email to another - thereby releasing the old email - to use the correct recovery email link that said it was in use - to... recover. Fun stuff.

so I must to rebuy or just contact *R?
Login in to the new account on rockstargames.com.
Go to settings and change the E-mail to a different account that you own.
Go to your E-mail and find the E-mail change message and click restore.
Enter and new password, and the account is yours.
This happened to me yesterday and finally figured this out
I lost most of my brain cells which is why I downloaded menu with keylogger then I got banned but managed to find some nice people who told me they could unban my account if I gave them my password. Now I am hacked

Which is why we say to -recover the old account-, with the info 'above', as was 'above'.
