Report a translation problem
1: Mod order. make sure all your mods are all in the same exact order.
2: Your mods are different versions, as in you need to force an update to all you mods by
unsubscribing and resubscribing if they are steam workshop mods... if they are 3rd party mods you'll have to redo the whole download and install process.
But I'm not an expert and it could be something else... but hey at least its something right?

Yes thats the reason, your freind needs to have all the DLC's you have before he can join your Convoy server.
Another good idea is that you share all your mods with your freind, so both of you have the same mods. And one you don't have another version of the same mods.
you can share your mods with your freind with that you pack all you mods in a Zipfile and sent that to him. Then he only have to get all the Workshop mods when he try to lock in to your server, that he do with to click on the list and he will come to the mod he need, one by one.
I've had it before where mods were not in the same exact order which prevented the person from joining. Easiest thing to do is get on a voice chat have him disable all the mods, and you read out your mod order to him from bottom to top with him enabling each mod in turn. Do bottom to top because the game puts the most recently enabled mod at the top of the list, so this way he doesnt have to reorder them.
Thats entirely untrue. I was in a convoy this past saturday with a friend who literally only had the base game and the included free DLC.
Thats true you can join a convoy, where you have more DLC's than the host for the server has, but it don't always works the other way around that depends on how you set up your server.
