it was never on

Madman is referring to the Automatic Braking system. There is a known issue with this where it detects small bumps and curbs as "obstacles" and will refuse to release the brake.

Either turn the system off, or set it to detect "Vehicles only".

ik what he was talking about i had it off since i first started playing so it is still off

What kind of controls are you using? Check to make sure they are calibrated, your brakes in particular.

i'm having this same issue i have searched everything used key board and controller and nothing works

Just get towed and repair and rebuild everything.

Turn off Realistic Air Brakes (or whatever it's called). Once you start moving you can turn it back on again.
