I have a new gaming monitor and now the game is extremely lagging. My resolution is set at 3340 x 1440

I have not seen this before but I am constantly getting the AI "Accepting" a truce I did not send. I am stomping little countries into the ground but suddenly they get a three round truce for no reason. I cant find anything that would cause it any help?

Playing as South Africa, I eventually got attacked by France. It was unprovoked and I couldn't fight back and end the war because all the French regions were "out of reach". That game became hopeless because of it. So I started over and tried again. Same thing happened, only this time it was Spain. Declared war against me unprovoked, attacked several of my regions, but I couldn't attack Spain back because Spain is half a globe away from South Africa. All I could do was recapture my own regions in a perpetu...

It's just me and a friend in a private Balanced game. The first turn goes fine, but for the 2nd turn we both click Ready and the game never advances. For both of us it says waiting for other players, but it stays there forever. And the player status screen (button in the upper right corner) says that I'm Ready but that he's PreparingNextMove (for both of us) and this never changes. We retried 3 times and even restarted Steam, but consistently the same thing happens on the 2nd turn. :(...
