I have the same problem, but at the key-hints you can see, the gamepad auto-enabled since the birthday-update. But I don't own any gamepad and can no longer use the mouse ingame - so practically no game any more.

Do you guys have the discord overlay enabled? I found that caused me exactly the same issue in another game

I played >70h Heat signature. After the birthday update the mouse froze and the gamepad option was added. Coincidence?

I did finally solve it. Heat signature is using autodetect to find game controllers. If any, it will use it and not the mouse any more. So I moved to the device manager and disabled all game controllers. Et voila: The mouse is input device #1 again.
I think, they should change this behaviour.
And I think, they should add a fallback key based menu movement.
