I can play everything easily on 4k settings, Ultra+ etc, but this game keeps telling me I can not exceed low to medium settings. When I originally completed the game I had it on ultra with no issues, and now I start up the game to get ready for the DLC, same settings and its bricked. Constant flicker (game feels like you are playing at 40 fps) when panning the camera when --> FullScreen or Windowed-Fullscreen modes are used. Flicker is GONE on windowed only however frame gen artifacts are all over the place. You trade one issue for another.
