From there just r click the name line in your library and go to local files - you''ll find it.

True, Yes if you no longer have SR:BL flagged as "Installed".
My Steam library although it shows the game as "not installed" I can still MANUALLY go to to the SR:BL location in my STEAM directory and all the folders and files under "extras" still exist.

There's an upload of the whole Steam folder for Shadowrun Chronicles Boston Lockdown Deluxe Edition on The Internet Archive which includes the soundtrack:
