DLC1 Broken Eagle Problem /Tucson not Spawning (Soldier/DogTag)

The camera is nauseating. Similiar to the GTAIV drunk cam. Also mouse control barely works.
You can fix the FOV with a mod, but the floating camera fix is only a band-aid.
No mod fixes the mouse speed cap.
DR2 was even worse.
