Crash and then the game won't open?

I had a crash when I went to leave for the wasteland for the first time ever, and now the game won't even open? Should I apply for refund or is this something fixable? I really would prefer to play this if I can because it looks awesome but I haven't had a good start and am not so confident now....

Runs real slow when talking to NPC

How can I solve this one? My pc is fine, it runs AAA games fine, and the lobby is fine too, but when I talk to the first NPC the fps drops a lot. I even turned on "low-spec", but it's the same thing. How can I solve this?
