Does single player stutter for anyone else?

I'm on an RTX 3060, I shouldn't be having these debilitating stutters on a game that's old enough to vote. Multiplayer is completely fine, too.

No, I just decided to deal with it because the game is only around 10 hours long. The stutters decreased significantly after the Russian campaign, though.

try changing the renderer preference, i have been having issues when it's set to AUTO since it tries to use the now broken DirectX 9, try forcing it to DirectX 7

my 2060 runs it fine, it's definitely not a hardware problem, more likely a software issue because of howold the game is
