Vampire Levels in Oblivion basically allow you to avoid most of the detrimental effects of Vampirism (and you also loose a lot of the buffs if you do this too) by feeding regularly and avoiding fast travel when in stage 3-4 vampirism (when the sun will hurt you).
On the bright side, Morrowind's Vampirism was worse. You'd get actively shunned or attacked in cities just for being one, and there was no curbing sun damage there.
If you're coming from Skyrim, remember how you'd go through "Stages" every day you didn't feed? Oblivion has a similar system and the most detrimental effects like Sun Damage are in Stage 3 and 4 if I remember right. So just keep feeding to stay at stage 1, though this will also prevent you from getting any skill or attribute buffs they get.
Oblivion's Vampirism is in an odd place. You feed to become weaker and have less negative effects of Vampirism. When you're at Stage 4, you are semi-shunned and some NPCs will refuse to talk with you, unless you reduce your vampirism or use your once a day charm spell.
Oblivion I've only played it till the first Oblivion Gate after Skyrim so not much experience at all.
But Skyrim I played the ♥♥♥♥ out of it and still am playing it since release and I always choose Vampirism

The game is completely playable without modding it out however. You aren't locked out of anything, just have to wait indoors for the sun to go down.
You drink blood regularly so you stay at stage 1 (no sun damage).
If you want to utilize the abilities of a more blood starved vampire you have to deal with the sun damage (aka preferably not being outside in day time, if you are do so during cloudy days or stay underwater, both reduce the sun damage a bit. But if you are completely blood starved you take to much damage regardless).
