Is there a way to force these settings regardless of anything? i just want to see how they look. preformance is zero concern to me.

Back when Estranged: Act I was being developed none of us had AMD cards, when the effects were tested on the AMD cards later on it turned out that they didn't render so we had to disable them for AMD users.

I guess it's drivers then because AMD is known for good hardware and mediocre drivers. I hope their newly assembled team Tiger comes up with better drivers as currently are...

I have GTX 670MX and they are disabled for me too. I think it's a bug.

If you have a AMD GPU like me and those options are greyout, you can always use reshade to force DOF (that I personally don't recommend or use) and MXAO that IMO is a good ambient occlusion system better than basic SSAO for sure.
