You can do that yes! To override the content in Estranged: Act I, create a "custom" folder in "steamapps\common\Estranged Act I\estrangedact1", then add your custom content there.
It must replace an existing model to work, so you may need to extract the content of estranged_pack_dir.vpk using https://developer.valvesoftware.com/wiki/GCFScape to figure out the correct file names to use.
The game will look at the "custom" folder first when it needs an asset, and if it finds it there it will use it. If it can't find it there it will fall back to the game content.

Thank you, I tried to use the method of the custom folder, but doesn't work. The rebel models/skins have the same names as HL2?
Is it possible that this is not working because I'm subscribed to some workshop items (not the one about the rebel skins).
