Literally thought the same thing when I saw this game on steam. I still have the CD from back then, but I really saddens me that you basically can not play Black and White unless you are willing to sail the high seas.

Unlikely to ever be re-released due to licensing issues. It's just not worth it to renew the licences just to release a classic game as cost of renewal would far exceed revenue from sales. That's assuming licence can even be renewed in the first place.

Black & White 1&2 probably also have some problems as GOG failed to acquire them. Whether the problems were legal, technical or simply lack of interest from the other parties, I've no idea.
