Turns out the name "Zarpadon" is from Warhammer 40K the chaos mutated Chapter Master from the Renegade Chapter "The Soul Drinkers" has the same name.

Spelling is different. What about the soul drinker's character is similar?

"Colonel Tungsteena Zarpedon" is the borderlands one.

Well ... might be a reference, might not. I have no idea when the WH 40K character was created, BL:TPS is from 2012 though.

I mean, most of borderlands is a joke or reference, so I am curious where it's from, I'm just failing to see the joke/reference here.

Well, ultimately both the WH 40k character and the BL:TPS character are references to Sarpedon, the ancient Trojan War Hero. But who was referring to whom in more recent gaming history is up for grabs.
