The service is still active. Apparently this is an issue with the Linux version of the game. PCGamingWiki has a workaround, but I was also having problems with steamwebhelper crashing, and Depth of Field breaking the game's colour palette. Plus, it's an old version of the game without cross-platform multiplayer. I ended up using proton.
