like flyingscot assume, it must be a mod-problem.
You can also do it individually via a different console command.
The only times I have ever experienced extended periods of peace is because of mods. The Diplomacy mod sets up rules to restrict wars which you can modify.
If you're using mods to make bandit parties more dangerous, that will also stop wars. Factions won't be eager to go to war if they're being overrun with bandits.
I used the "Better Bandits" mod once, and cranked up the settings. There were, literally, 1,000 strong groups of bandits of every type all over the place. Only saving grace is they are Sooooo Sllooowwww... I don't recall if they stopped the wars though.
