That faction strength number can be misleading. A lot of it could be garrisons instead of patrolling clan parties.
I wonder what happens when you maxed out all construction? Can't retrieve money you put into a settlement right?
Why isn't it possible? If you focus on prosperity growth in your towns, tax increase, and unless you stack your garrison over the pipe with high tier units they should give surplus income each month. Then it just come down to how long you will be playing before you got it all back.
