i ended up purchasing East india company, but unfortunately it wont let me purchase dlc's, even though i bought the game

Having purchased the Gold version when this first came out including all the dlc, i now find i have both this version and the gold version in my library, the only issue is the dlc is not in either. I have contacted steam, they say to contact the third party (publisher) , cannot do that as the steam page for the original no longer works!, installing either or even both the original gold version is 4gb smaller than the version where there is a page. forcing someone to buy the dlc again is pretty shady. Dlc was working ok until Steam downloaded a large East India update. Now DLC showing as installed but not playable. Any ideas folks?

is there a way to merge or transfer fleets together? I only can move new ships into new fleets so far so I had many mini fleets instead of larger fleets. what is the max number of ships per fleet?
