Report a translation problem
I've been constantly looking for a way to remove this from my library for quite a while. But so far I've come up empty-handed. Still, I've managed to do quite a bit of research on this matter and would like to share what I've found:
1. This "mod" is added to your library if you simply own Just Cause 2. You don't even have to manually add it from the Store page. Therefore if you have purchased Just Cause 2 either at retail, or on Steam or wherever, this mod will show up in your library. This is also true if you buy any bundles or packages which include Just Cause 2.
2. The reason this mod gets added automatically for all Just Cause 2 owners is because of a special hidden DLC called "Just Cause 2 owner", which you can check out on SteamDB: https://steamdb.info/app/271750/
This hidden DLC was added to all Just Cause 2 licenses, so that when anyone purchases Just Cause 2 from anywhere, this DLC also gets bundled with the game.
3. Now here's the interesting part: this "Just Cause 2 owner" DLC isn't actually DLC for the main Just Cause 2 game, but for this multiplayer mod. So basically what happens is this:
a) you buy Just Cause 2 and activate it on your Steam account;
b) then this "Just Cause 2 owner" DLC is also activated as well;
c) now since this "owner" DLC requires the base game (which in this case is this multiplayer mod), the DLC automatically pulls in this mod and adds it to your Steam library.
4. Now here's another interesting thing; this multiplayer mod is not tagged as "free to play" on the Steam Store page, which basically means you can't remove this mod by deleting the license from your account page, like you can do with normal free-to-play games.
5. However, you also can't get rid of this mod via the Steam Game Support page either, like you can do for games which are not tagged as free-to-play. The reason for this is that you didn't actually activate this mod via a CD-key or through a purchase on Steam. Which is why if you go to the Steam Support page for this mod, you will not get the option to "permanently remove this game from my account". Steam simply considers that you are not an owner of this multiplayer mod because you didn't activate it (the DLC did it for you).
6. So even though Steam treats this as a "premium" game, you are not considered the owner. And because you are not considered the owner, this multiplayer mod doesn't add +1 to your Steam game count either.
7. So what is the only way to remove this mod? The only way to remove this mod is by permanently removing the DLC "Just Cause 2 owner" from the Steam Game Support page. HOWEVER, this will also cause you to lose your ownership of the main Just Cause 2 game, since this "owner" DLC is bundled with it.
Long story short... as of now there is no way to remove this multiplayer mod from your library without removing Just Cause 2 as well. I'd really be thankful if the developers changed this mod's distribution method so it would actually be counted as a "premium" game, instead of implementing this "hidden DLC hack" which renders this mod as neither premium nor free-to-play.
There are similar games on Steam which don't suffer from this problem. For example, the Andy Priaulx Crowne Plaza Raceway DLC for the game RACE 07 is totally free to owners of the base game, but has to be activated manually from its Store page. This lets the DLC be added to the library as a separate entry, as well as increasing game count by 1. And because the player activated the DLC manually, he or she can deactivate it again anytime from the Steam Game Support page like with all other premium titles.

That being said, for now, unless Steam can rework how this is done, you can only hide it from your library.

I had quite a bit of fun with the mod when it released but my backlog is too big to play more Just Cause and my friends have moved on as well.
I would think the opposite due to the amount of games you have. If it's an issue of having to scroll through a little more, then use the search box?
All my games are categorised and games I won't ever play anymore, I delete through Steam Support. Hiding it won't get rid of that 30 hours on Steamleft.com
