Its the terrain gras sprites clipping into the models.

Have to use Hide it! or whatever mod that works.

I think network anarchy does this as well for roads. Maybe you have other anarchy mods subscribed and enabled in your city?

Do as Burlokk suggests and subscribe to the Hide It mod.
