Hole in One Achievement

I believe that i saw that achievement being unlocked while playing, but now is shown as unlocked and is the only one left to complete all of them. What is happening? I tried again and again to take it but nothing(following all the walkthroughs)

You cannot Guess the correct answer. You have to get the note from Joe then the "Let's go to mexico" Option is available.

Also, you can't have tried ANY password combination before the correct one. The first time you get asked at gun point for the pass just say I don't know, then get the pass from Joe.
