Are the servers down or something or is it a steam issue?

I was just having this issue too so I guess the servers are having problems.

Devs are aware and for now provided temporary solution

Right-click on "POPUCOM" in your game library, select Properties, then General, and enter the launch option: "-transport FishySteamworks".
After setting this, restart the game. There is a chance that you will be able to create online mode rooms successfully.
