To beat that achievement, you just can't touch the very top buttons on the ceiling.
If you stand close enough to an edge so that your goat sprite changes, when you walk or dash off the edge you can jump twice in midair instead of just once. If you just walk off, you can dash in midair, jump in midair, then jump in midair again.
This should give you enough of an idea for what to do
I just did the achievement this way. Is it supposed to be possible to double air jump like that or is it a bug?
Once you've 100% beaten the game (not including the All Intensive Purposes levels), all the doors open up and you can choose to skip in the menu
EDIT: I got it. Don't know how, but I got it. Apparently it allowed me to do the falling-and-double-jump thing.
I don't regret looking up this achievement. Would never have guessed you needed a glitch super secret unexplained game mechanic to get it.
(and yes to reconfirm, the "slide off the ledge to retain the second jump" thing still works in 2021)
