Whenever I boot up the game, the play button is grey and I can't click on it. What's going on?

Hi everyone, I wonder if you can turn the game on the max and make it feel more saturated by decreasing stamina costs across the board. For example, making speeches cost less stamina by default, because in real life candidates accomplish more than 1-2 rallies a week. Is there a way to edit those values in in-game files? I browsed some xmls but can't quite find them. Maybe someone knows where one can change stamina costs for speeches, building HQs etc.?...

Why is Donald Trump nearly impossible to beat? It's like he has unlimited stamina, he travels to 4-5 states every turn and dominates?
