No evolution in Budget for custom teams?

I have 2 different saves with custom teams (one on Sponsor Extreme difficulty and one on Sponsor hard difficulty), and in both cases I get no evolution in budget, even though I have 166 / 175 points in November. Both times the sponsors have the possibility to increase budget based on confidence score. Is this a bug or a feature?

The in-game e-mail says: "The score to unlock an evolution in confidence has, unfortunately, not been reached with 166 / 70 points".

So the threshold is 70, but still no budget increase?
