I've tried troubleshooting it from the ground up.
Reinstalling everything, repairing, system checks, verifications, everything.
And it's nothing you can fix at this stage.
Some people have the issue, others don't and it makes no sense but it's tied to steamvr's own vrmonitor.exe and some other files at this point.
That and windows's UCRTBASE.DLL.
So just wait for a steamvr update.
And nothing has fixed it so far.
I've done fresh reinstalls from the ground up, verified files, repaired files, checked for corrupted files, done everything I can.
And each time It flags vrmonitor.exe and vrserver.exe and ucrtbase.dll.
Both exe's are steamvr files.
UCRTBASE.dll being a redistributable dll file.
And since I've verified that UCRTBASE is fine by repairing it, checking for corruption etc, it has to be steam's own files which means the only thing to do is to wait for an update.
As for your AMD question, you might wana just google that specific driver version.
