Feel like this game has heavy Shadowrun: Dragonfall DNA
Would that be correct?
Mix of that and Fallout obviously

Nope. The core gameplay loop was more or less finalized when the game released in early access back in 2012, predating Dragonfall's release by over a year.

I mean sure!! They're the same genre. However shadow run is incredibly casual. Not thought provoking at all. Underrail is as good as it gets!

But to answer your question, yes- it's fallout-esq.

Dragonfall focuses on acutal roleplaying and features elaborate dialogue. Underrail has an elaborate combat system and focuses on the combat itself. I love them both but they are not comparable.

Shadowrun is more about C&C, not just combat.

UnderRail is mostly combat.

It's Fallout 1 with bonafide Serbian depression baked into it

The fact psi is something that can hit with 100% chance is some rubbish I haven't seen in any other game

Not really, Shadowruns games are squad based combat and even if they can be hard they offer a smooth difficulty curve that slowly builds your character toward the epic end game. Underrail is more like you take the wrong turn and get murdered. You progress learn from your faillure, you think you got the right build and can finally take over the world and you took the wrong turn and got murdered.
