Update: Thanks for all the crazy Missions and Maps you are creating! Viva El Presidente!
It really doesn't look like it. You can play through the Mission Editor but it doesn't let you save a game in progress or use an existing dynasty. So you really can't test out a decently long mission unless you can test it in one go. You also can't play missions you created yourself if you want to be able to use features like saving your game.
It's a really really weird decision on their part. It makes the challenge editor far less useful and means you have to publish a mission to be able to play it. That's probably why there's very few so far and why some of them say things like "test."
Edit: You can upload them then immediately set them to "hidden" once it brings up the workshop page for the map. If you do this then at least you won't have to worry about uploading something intended for your use publicly - but you do have to upload it. It's a really weird and clumsy way to have to do things to just play around in your own maps though. I appreciate the mission editor but this is an odd choice.
At least I had hoped it was only a bug. But I'm guessing not.
As it stands, the mission editor is severely lackign to make it a useful tool.

I am not quite sure what you mean with scenarios, you cannot play with your dynasty.
All gamemodes can be played with your dynasty, means campaign, missions, sandbox and workshop missions.
