In the Lost Colony scenario in the reactor room there is a button that is supposed to show HUD markers for all locked doors. In practice all this does is activate the antenna.
Using admin tools I discovered the reason for this is the building is owned by SCV faction, and the player belongs to AGI faction, which are neutral to each other. To resolve this I set the "Gov - Antenna" block to Share With All so it can broadcast to anyone.
