That said, last ship I was working on is a brand new Ore Finder Ship for space and I can see the ore sginal way way much better by using the large block ore detector :

-> Don't forget to save with your character right in front of the bug, so where you don't see the ore signal.
Share your bugged save, I will load to at least see if the same in my PC.

Ore detector Mod is not needed when we play at the Easy Biomes on Earth Planet where Rich ore spots can be found that is where all ores are close to each other within 1Km.
Easy Biome = Sand soil = Ore detector block not needed (edited)
Earth planet got 2 Easy Biomes :

here, also i tried every step from the list u sent, didn't help
Looking at the image cover of your Workshop item it looks like a Meteor impact and some of those will not show the ore signal, some may show the ore in but nothing is collected when Drilling and some work very well but always give a bit of ore.
OR
It is a Boulder ?
Boulders are random and will give more ore than Meteor impact.

Testing details :
1 - First I have enabled Creative from the admin menu so I could fly without Hydrogen and found 2 Meteor impacts where your character was saved :

2 - After that I have searched the ice lake to find a patch of ore veins and found a big one :

3 - I have used the character hand drill to see the ore veins :

Conclusion :
No Bugs because I was able to detect ore veins with the character hand drill.

I have noticed the "Bug" you found was on meteor impact and that is very normal. well it's a thing the community keep reporting since a very long time and the SE Programmers never fixed so we got used to some Meteor impacts not working like they should.
You may report on the Official SE1 Support Portal to see what the SE programmers will reply about meteor impacts not working.
-> Click "Submit Bug" on the Official SE1 Support Portal to have a SE Programmer testing the bug for you and tell you if they will fix or not.
