Try this...

1) Go to the start menu in windows and type "Ransomware protection"; click the app.
2) You'll see an option for "Allow an app through controlled folder access"; click that button.
3) On the next screen, click "Add an allowed app".
4) Click "Browse all apps"
5) Navigate to the folder "C:\Program Files (x86)\Steam\steamapps\common\assettocorsa"
6) Add the following files to the "allowed apps" list...
- acs.exe
- acs_x86.exe
- AssettoCorsa.exe
- acShowroom.exe
7) Boot the game!
My shifter has one of those buttons that latches. It was active (aka pressed) and immediately canceling out the "Waiting for End of Race" window without me realizing it. What a headache.
Look for a controller or other input button being pressed or held down by accident!
Bro, this was literally the problem and it was way easier to fix than what i was thinking of, you saved my life fr
