When I played the demo this remind me Rape Lay.

Molesting woman on trains that's only similarity to this game and I never played rape lay. However if sexual assault involve with trains why can't a game like rape lay be unbanned all you have to change the characters to eighteen these are just video games.

If it's specifically banned on Steam I guess neither Illusion nor Valve care enough about it to revisit it even if the rules have changed.

Rapelay is basically abandonware. The reason this reminds you of rapelay is that they both cater to the same fetish, the chikan thing. Rapelay is utterly tame as well all things considered, the only thing Illusion did wrong with that game, disregarding dodgy programming, is that their naming was too good. It was super easy for the media to demonize, especially since barely anyone played it.

End of the story, it didn't move enough copies to be worth the hassle, so Illusion burried it... and then released like 4 more games in the series that didn't have such obvious naming, and as expected, nobody whining about rapelay even noticed...
