Do you get a black screen if you try to switch to the game window? Have you followed the guides here on Steam discussions on getting it running, because you aren't alone! I too had to take some measures before it would work. I could get the intro movie but then it just crashed to desktop.

I had to install directX Jun 2010 redistributable, dxwnd and dgVoodoo2 in order to get it running

No black screen, i cannot switch to the game window, because there isnt any.
Yes, i did try with dgVooDoo2 and still nothing.
Tried again today and still the same - nothing shows.
Control panel shows it not under the Apps tab, but it is under background processes as "Fallen(32bit)" taking less than 10% of CPU and 0.9MB of memory.

Also, i dont want to refund it in case i can make it work but, how do i get them to give me this product for free?

The game code was made open source in 2017. https://github.com/dizzy2003/MuckyFoot-UrbanChaos. Closest thing to free unless you know someone willing to give you an original

Do you get the into at all, if you try running from c:\ Program Files (x86)\Steam\Steamapps\common\Urban Chaos Fallen.exe?

Here is what you need to do.
First - clean install to get a baseline.

Second - Download https://www.microsoft.com/en-us/download/details.aspx?id=8109
This is the direct x version needed for the game, extract it anywhere you want and run it. There are a lot of files but you will find a .exe in there, that's what you run.

Third - https://github.com/elishacloud/dinputto8/releases/tag/v1.0.75.0
Download this dll, extract it, and paste it into the game folder.

Fourth - https://sourceforge.net/projects/dxwnd/
This is Dxwnd. Extract it to wherever you want, it is going to run the game for you.
You will
-open the main exe
-right click the middle of the screen and select add
-Name at the top doesn't matter, name it whatever you want
- Make both the path, and the launch section target the Fallen.exe in your game dir.
-In the check boxes ONLY select early hook and run in window. You can play around with the rest later if it runs.
-Set resolution to whatever, you can drag and expand the screen after the game starts to whatever you prefer.

LASTLY -
Open the config file in the game dir. , delete everything in it, and paste this
