I've found that the achievement for beating Mansion Of The Deep mission without being detected by Security Lights an Lasers silently pops on the Ubisoft Connect app, bit i've found that i din't unlock the actual character, does anyone know if you can still unlock him on PC?

No, It's a character only unlockable on the Xbox One version of the game.
