grace period?????
I was starting panic room on overkill and I was guarding the entrance door waiting for the first responding police officers to come in.

Two shotgun cops came first, both peeked at the same time, instantly fired as they have sight on me and I immediately lose my armor and 20% of my health AT THE SAME TIME????

Cops fire through each other while you only can shoot the first. As a tip, fire a shot before you show up in front of the cops because your shots will make some of them roll. Also look for a position where you are not fully exposed. Nevertheless you should read the guide ofc.
