I had this issue when I first bought it. I finally launched it with Ubisoft Connect open at the same time and it synced up like it was supposed to. Tech Support never helped me at all, I just happened to try it one day.

not launching for me either. Ubsoft connect tells me to open up the steam app and steam launches the game but nothing happens

The solution is actually very simple, I have encountered this problem a few times with steam games. Sometimes we don't have the files we need for startup on the system, so steam shows that it starts the game, nothing happens and everything goes back to the beginning.

Points 1 and 2 are enough to do once, point 3 has to be repeated for each game with this type of problem. You need to put the downloaded files into the main folder with the game.
