Sound Center is probably in a similar boat too in regards to that. It was bundled inside X3 along instead of being a modular item in the store. The standalone Sound Center should clean up and overwrite the prior install, try reverifying the standalone app, and then launching it so it completes the install.
Let's catch up via PM if those two things don't resolve it. Probably have to just fix a couple folders and you'll be up and running.
Re-verify the standalone CA-2A now and launch the authorizer. That's an error message saying the registry keys weren't written by the Steam install script.
The VST2's will be suppressed from the plugin window if a VST3 of the same plugin is present.
