Make sure you run STEAM as Administrator: https://support.steampowered.com/kb_article.php?ref=5688-ifhz-2170

If it's hanging up there on install, it's likely one of the redists not installing.

Go to [steamlibrary]common\Cakewalk\_Commredists\

Run all of the installers there manually, if any of them are having and error it will show up, instead of just hanging on the Install steps.

The most common cause of those installers not working is pending Windows updates. Make sure those are all done, and the system has been restarted.
