Short answer is yes. You get a very uninspiring splash screen when you get either of the capitols

And now it works, I am not sure what I did or didn't do but wandering over and capturing Rome triggered the victory and if I load from the turn before I capture Rome and go back to Constantinopel it also triggers the victory.
