Report a translation problem
forgot to make an update but I did email capcom, they told me to run a dds but it didn't work. It works fine on another computer though if you can borrow someone else's for the time being.

Some games have issues with hp laptops and unfortunatly this is one of them. I had the same problem as you until i managed to fix it few days ago. I'll try to help you.
First you need to download program called "Omen Gaming Hub". This program allows you to change some settings that affects graphic cards on HP laptops. Once you have downloaded it, open the program and search your laptop on the left side (i guess it will appear as "hp omen 16", then press "altern graphics".
Once here you will see two options: hybrid or discrete. By default it will be in hybrid, you have to change it to discrete.
Once you have selected the "discrete" option the game should work
