Similar Combat Games?

Does anyone know of any games with similar combat and/or character building like Transistor? I'm talking specifically about the abilities and functions, not the "real time with pause" or turn-based part. I have 52 hours in Hades, but i've found it less interesting than Transistor. I'm waiting to get Hades 2 until it's out of early access. I also have Bastion but it's not for me. i prefer the combat in Transistor and Hades over Bastion.

Any game recommendations would be appreciated. :)

The only game that I could think of with such modular abilities is Path of Exile.

I found it quite hard to think of anything similar to the combat and character-building. However, here is a list of games that have something in common:

Risk of Rain (Series) - While the presentation is different, the combat is focused on having a certain set of abilities and modifying them with different items.
Vampire Survivors - A completely different type of game, but you choose a selection of weapons and passives that vary in each run.
20 Minutes Till Dawn - Another survivor game with weapons and upgrades.
Diablo (Series) - Specifically in character building and how it completely changes the way the combat functions depending on your choices.
Megaman Battle Network (Series) - This might be a stretch, but the combat system and character-building (or deck-building) change how you approach each fight, in addition to how each card interacts with the other.

Transistor is pretty unique in terms of modifying combat mechanics. You would likely find the most success by exploring ARPGs, Rougelikes, and Rougelites. Hope that helped!
