For anything else, youtube is full of videos detailing this or that playthrough, with this or that country as well as even more tutorials (some that go very in depth) regarding literally any aspect of the game you can possibly conceive.
And when you see the amount of information that is crammed in tens of hours of video, it really becomes apparent why an in game tutorial could not really reach that level of explanation; or would you really run a 15 hours long tutorial?
Oddly enough, the EU 1 tutorial was one of the best I've ever encountered. By itself it got me hooked along with teaching all the basics a player needed to know...
